What is the best way to move data from an ACS company in an Access .data file to SQL Server? 
 - Could use SQL Server built-in.
 - Could use ACS export for each of the supported tables.

Or, is there a script that migrates all relevant data over?

There is only one way, you need to upgrade your ACS license to the unlimited users, SQL Server. By doing so, you will receive SQL database schema and a data conversion utility.
